Reference

1. Run regedit and drill down to:

  HKEY_CLASSES_ROOT\CLSID\{20D04FE0-3AEA-1069-A2D8-08002B30309D}\shell\Manage\command

2. On the right, higlight the key name "Default" and click "Modify"

3. (Here's the correction to arun's solution) Paste the following (including spaces and quotes) into the key value box:

 "%SystemRoot%\System32\mmc.exe" "%SystemRoot%\system32\compmgmt.msc" /s

4. Close regedit.
