When a user tries to access terminal server desktop the following message appears: "The desktop you are trying to open is currently available only to administrators". This is well-known issue, and I know how to enable user access to server desktop in PS 4.0. But there are no Citrix Connection Configuration Tool in PS 4.5, and I cannot find the option in Terminal Services Configuration tool.
Under TSConfig (tscc.msc) on the ICA-Tcp listener properties, there's a ICA Settings tab. On that tab is a checkbox that says "Non-administrators only launch published applications"

EDIT: The value that it actually modifies is: HKLM\SYSTEM\ControlSet001\Control\Terminal Server\WinStations\ICA-tcp\fDisableExe
So you could just put your change into a .REG file and merge it on each system (or better yet, stick it in a GPO and apply it to your PS4.5 server).
